According to President Clinton's "rule of law," Bill Gates of Microsoft is a monopolist to be prosecuted for his crimes, but OPEC and Venezuelan President Hugo Chavez are to be allowed overt price fixing and anticompetitive practices because they are political entities, not undesirable capitalist enterprises. Meanwhile, the Clinton/Gore Administration taps our Strategic Petroleum Reserves of some 30-Million barrels, purportedly to heat American homes this winter, and sends TWO-THIRDS of it to Europe at a hefty PROFIT.
Washington, keen on avoiding an international confrontation in an election year, meekly allows an EVIL OIL CARTEL to hurt American consumers and corporations and even participates in the thievery. While Venezuelan consumers can buy unleaded gasoline at THIRTY-EIGHT CENTS PER GALLON ($0.38), we American consumers are being taken HOSTAGE at the pump by the multi-national oil companies and OPEC for MORE THAN FOUR TIMES that amount, on average a $1.65 for the same product, and in some cases up to $1.85 for diesel! And the Clinton/Gore Administration allows this fleecing! Can you hear the Clinton/Gore echo: "I feel you pain"....?

Federally speaking, a fine kettle of fish

Two Octobers ago, Congress passed a funny little law. It was named after its sponsor, Pennsylvania Republican Joseph McDade, but for the congressman, there was nothing funny about it. The Justice Department had spent eight years investigating McDade on racketeering charges. He was finally acquitted by a jury in 1996, but by then McDade's health and spirits were broken. The McDade bill was his payback to Justice. It simply requires federal prosecutors to comply with state ethics laws.
No big deal? Not quite. In August, the Oregon Supreme Court forbade all lawyers in the state to lie, or encourage others to lie, cheat, or misrepresent themselves. Under McDade, the ruling now applies to Oregon's federal prosecutors. "We've handcuffed the agents," says senior FBI official David Knowlton, "not the criminals." The U.S. attorney for the Oregon district, Kristine Olson, has informed the FBI and other federal
investigative agencies that she cannot OK agents or informants to assume false identities, wear body wires, or engage in undercover activities. "In effect," says David Szady, special agent in charge of the FBI's Portland office, "we now have to go to a drug dealer and say, 'FBI! Would you sell us some drugs, please?' " The FBI, Szady says, has had to suspend 50 investigations, including probes of Internet child pornographers, a Russian organized-crime group, and a massive check-fraud ring.
Federal prosecutors despise the McDade law. David Margolis, a senior Justice Department official and a veteran organized-crime prosecutor, says McDade has had a major chilling effect. "Even I wouldn't go out on a limb," he says. Justice officials are trying to gut the law before Congress goes out of session this week. The department warned lawmakers in 1998 that prosecutors would be lost in a morass of quirky state ethics laws-especially during complicated multistate investigations. But defense lawyers won the day. "Why should prosecutors be exempt from rules that apply to all other lawyers in that state?" says Mark Holscher, lawyer for former Los Alamos
scientist Wen Ho Lee. So far, no court has dismissed a case or excluded evidence on the basis of McDade. "These are crocodile tears," says veteran defense lawyer Irv Nathan.
Major headache. The biggest headache for prosecutors is the American Bar Association's controversial Model Rule 4.2, adopted by many states. It prohibits prosecutors from contacting people represented by lawyers without first talking to the attorneys. Remember when Kenneth Starr's prosecutors ignored Monica Lewinsky's tearful entreaties to call her lawyer? They got away with it because, since 1989, Justice has defied Rule 4.2.
No more. Prosecutors now say adhering to 4.2 has hurt white-collar probes, where securing the cooperation of informers is often vital. In an investigation of Alaska Airlines last year, company lawyers barred federal agents from questioning employees. Sen. Patrick Leahy of Vermont says, "The pendulum has swung too far in the other direction." But House Judiciary Committee Chairman Henry Hyde of Illinois says he's not inclined to repeal McDade. "That doesn't mean I'm for crooks," Hyde says. "I'm for ethical behavior both by law enforcement and by defense counsel." Watching the fight from the sidelines is Joe McDade, now 69. "I didn't read about it. I lived it," he says, of prosecutorial zealotry. "The effort is not justice. The effort is to break a citizen."

Remember the Maine! And the Other Ships Sunk To Start a War

February 15, 1898: "Remember the Maine." Mysterious explosion rocks the
battleship MAINE in Havana Harbor, Cuba. 266 men were killed. Initally it was
believed a torpedo or mine caused the explosion. On April 25, 1898 the US
declared war on Spain. A 1976 investigation found that the Maine was sunk due
to a self-inflicted blast, probably as a result of coal bunker fire on board.
May 7, 1915: The British steamship Lusitania was sunk by a German torpedo on the high seas of the Atlantic Ocean. 100 Americans lost their lives. The
result was the the US was brought into WWI. It was not revealed at the time
that the Lusitania, a passenger boat, was carrying arms.
December 7, 1941: How was President Roosevelt going to convince the American public to enter into war with the Japanese when they were wrapping up their war in Europe? Japanese bombers, launched from aircraft carriers, bombed Pearl Harbor and sunk the US Pacific Fleet. Over 2000 died. The US knew of the threat of war and had intercepted the "East-Wind Rain" secret code of the Japanese Pacific fleet. Japan had closed all its embassies in the Pacific rim the week prior to Pearl Harbor, which is an overt sign of war. The US
aircraft carriers had been removed from Pearl Harbor days before the bombing.
Admiral Kimmell in Hawaii was intentionally kept in the dark that the
Japanese fleet was nearby. President Roosevelt appeared before Congress,
declared Pearl Harbor a "day in infamy," and the rest is history.
August 5, 1964: President Johnson orders the US to take retaliatory action
against Vietnam after "renewed attacks against American destroyers in the
Gulf on Tonkin" (Vietnam). There were no new attacks against American ships.
The news media reported a lie, leading over 50,000 Americans to their death
and millions of casualties.
October 12, 2000: USS COLE, an American destroyer, docking in Yemen to
re-fuel, was approached by a small docking vessel that carried a bomb. 18
sailors are believed dead and 35 others were wounded. The bombing occurs on
the eve of the Presidential debates, and as rumors that Iraq is moving troops
in the Middle East, as well as riots in Jerusalem. Benjamin Netanyahu, former
prime minister of Israel, says during television interview that the same
people who conducted terrorism in Jerusalem bombed the USS Cole.
Don’t be duped into going to war solely over reports of bombings of US Navy
boats in far off lands where we the facts of the event are completely
controlled by one source, the government. Remember the Maine!

Insurance agents were vital weapons in World War II

COLLEGE PARK, Md. - They knew which factories to burn, which bridges to blow
up, and which cargo ships could be sunk in good conscience. They had pothole
counts for roads used for invasions, and head counts for city blocks marked
They weren't just secret agents. They were secret insurance agents. These
undercover underwriters gave their World War II spymasters access to a
global industry that both bankrolled and, ultimately, helped bring down
Adolf Hitler's Third Reich.
Declassified US intelligence files have told the remarkable story of the
secret Insurance Intelligence Unit, a component of the Office of Strategic
Services, or OSS, a forerunner of the CIA and its counterintelligence
Although rarely numbering more than a half-dozen agents, the unit gathered
intelligence on the enemy's insurance industry, Nazi insurance titans, and
suspected collaborators in the insurance business. But, more significantly,
the unit mined standard insurance records for blueprints of bomb plants,
timetables of tide changes, and thousands of other details about targets,
from a brewery in Bangkok to a candy company in Bergedorf, Germany.
''They used insurance information as a weapon of war,'' said Greg Bradsher,
a National Archives historian and a specialist on the declassified records.
That insurance information was critical to Allied strategists, who were
seeking to cripple the enemy's industrial base and batter morale by

wrote to a colleague in February 1944, when he was sending data to an Allied
bombing-target committee. ''I have reproductions of approximately 150 plans

The files, at the National Archives office in College Park, are among the US
intelligence documents ordered declassified by President Clinton last year
to speed the identification of Nazi assets.
Most of the research attention there has focused on what US intelligence
knew about the Holocaust, the whereabouts of Nazi loot, the migration of
Nazi war criminals, and how much important information never made it to the
But the documents suggest that insurance played an important, if
less-noticed, role in the war. The OSS insurance unit was launched in early
1943, long after it had become clear that the Nazis were using their
insurance industry not only to help finance the war but to gather strategic
American insurance companies had been competing for overseas business even
after the United States entered the war, and the OSS files suggest that
details about US factories and cities were falling into enemy hands because
of the interlocking international relationships among insurance companies.
Germany had 45 percent of the worldwide wholesale insurance industry before
the war began, and it managed to expand its business as it conquered
continental Europe. As wholesalers, or ''reinsurers,'' these companies
covered other insurers against a catastrophic loss that could wipe out a
single company. In the process, the wholesaler learned everything about the
lives and property it was reinsuring.
The motives of the OSS unit's founders were both pragmatic and patriotic.
''This story is incredible because the unit begins as part of the desire of
American interests to contribute to the war effort and exploit it for future
economic gain,'' said Timothy Naftali, a historian and a consultant to a
congressional working group on Nazi war criminals.
The men behind the insurance unit were the OSS head, William ''Wild Bill''
Donovan, and the California-born insurance magnate Cornelius V. Starr.
Starr had started out selling insurance to Chinese in Shanghai in 1919 and,
over the next 50 years, would build what is now American International
Group, one of the biggest insurance companies in the world. He was forced to
move his operation to New York in 1939, when Japan invaded China.
German-owned companies were blacklisted by the Allies, but the Insurance
Intelligence Unit found that the Nazis did business through countries such
as Switzerland and laundered transactions through South American affiliates,
particularly in Argentina.
Starr's group and other insurance executives had intimate knowledge of the
people involved in the global insurance business, so they were able to track
Among those they investigated was Carl Theodore Endemann, a naturalized
American from Germany who was assigned by the American Foreign Insurance
Association to Paris in the 1930s. When war broke out, Endemann sided with
the Nazis. When France capitulated, Endemann contacted the Germans and gave
them exceptionally detailed blueprints, maps, and other information to aid
Erwin Rommel's war in North Africa.
When the tide of the war turned, and German insurers began losing money, the
US insurance agents learned that Nazi insurers were pleading for peace. A
source in Stockholm reported in late 1943 that insurers had advised Hitler's
people that ''ruin threatens all life and fire insurance companies in
As Germany was heavily bombed and casualties mounted, the Nazis prohibited
insurance companies from selling new policies - a drastic measure that even
prompted complaints in the newspapers. Life insurance and the interest it
earned had been viewed as stable investments for Germans who remembered the
hyperinflation that followed World War I.
With the Axis defeat imminent, US intelligence officials focused greater
attention on ways the Nazis would try to use insurance to hide and launder
their assets so they could be used to rebuild the war machine. It's a task
that continues today.
A commission headed by former secretary of state Lawrence S. Eagleburger is
investigating whether five mostly German-owned insurance companies operating
today ever paid off all the life-insurance policies they sold to Jews, a
target market as the Nazis were ascendant.
After the war, the US Treasury Department wanted to keep harsh economic
restrictions on the defeated Axis powers, but the State Department
prevailed, and German and Japanese insurance industries resumed operations
after the war. Today, for example, Munich Re and Swiss Re are, once again,
the two biggest insurance wholesalers in the world.
Rushin was promoted to the X-2 branch in Washington after his London mission
and then returned to Home Insurance after the war. He retired from the
company, which eventually was crushed by asbestos claims from cancer victims
in the 1970s.
Starr sent insurance agents into Asia and Europe even before the bombs
stopped falling and built what eventually became American International
Group, which today has its world headquarters in the same downtown New York
building where the tiny OSS unit toiled in secrecy.
Starr died in 1968, but his empire endures. American International Group is
the biggest foreign insurance company in Japan, earning $40 billion last
