WHO ARE THE TRAINER-THERAPISTS? TO BE PROVIDED BY THE ANTI-DEFAMATION LEAGUE (ADL)?

In 1998, the CIA fired staff attorney Adam J. Ciralsky and revoked his top-secret security clearance after he failed two polygraph examinations and showed a "lack of candor" about his associations with persons linked to Israeli intelligence. Ciralsky claims he was terminated because he is an observant Jew.
CIA Director George J. Tenet apologized last year for "insensitive, unprofes- sional and highly inappropriate" remarks made by CIA investigators investi- gating Ciralsky's case. The scuttlebutt is that the Department of Energy will take a cue from Tenet and hire an Asian Anti Defamation organization to conduct sensitivity sessions about the Department's anti-Asian bias. The recent arrest and jailing of Dr. Wen Ho Lee is sending chills down the spines of Asian scientists and professionals who fear the new McCarthyism against Asians.
HOW THE ADL BECAME INVOLVED IN THE DOMESTIC TERRORIST RACKET, ALONG WITH THE FBI.
MEGIDDO, A THRESHOLD REPORT! In December 1999, the FBI published the Megiddo report about alleged terrorist organizations and individuals who are American citizens. The ADL contributed information to this report.
FBI agent Greg Rampton (Denver office) denied that the ADL actually wrote the FBI Megiddo report, but he gave credit were credit was due: Rampton stated: "It was not written by the ADL. The truth of the matter is that it was an effort by FBI agents and analysts. The information they used in order to prepare the report came from a variety of sources. Some of those sources of information could have been militia groups themselves. There could have been, and probably were, ADL literature. We gather information from a variety of sources, and we have to evaluate and weigh that information. The authors of that report are FBI employees."
An FBI agent, Neil Herman, resigned from the FBI's counter-terrorism division and then began to work for the ADL. No one, on the outside, knows what security clearance Herman had. There is no guarantee that Herman is not sharing FBI information with the ADL, or vice versa. Only Herman's saint-like total integrity and ability to compartmentalize his mind, could prevent cross- fertilization of Herman's knowledge between the ADL and FBI.
As shown by the Megiddo report, the identification of Americans who are "terrorists" is now a major FBI priority. What legal safeguards exist, as the FBI and its private allies (such as the ADL) attempt to identify domestic "terrorists" by casting a wide net of suspicion (backed by private spying) upon American individuals and organizations?
PRESIDENTIAL DIRECTIVE 39 - A VAGUE MANDATE! On May 13, 1997, at the Senate Appropriations Committee hearing on terrorism, FBI Director Louis Freeh disclosed Presidential Decision Directive 39, which designated the FBI as the lead agency, among 16 other federal agencies for counter-terrorism action. Freeh stated that the FBI's new counter-terrorism center "is dedicated for the first time to a central collection [or] analytical point in he federal government for threats, particularly those regarding domestic terrorism." Freeh stated that the chief domestic terror threat comes from "various individuals, as well as organizations" who possess "an ideology which suspects government and particularly the federal government, of world-order conspiracies--individuals who, for various reasons, have organized themselves against the United States." Possession of "ideologies inconsistent with principles of federal government," declared Freeh, could be construed as indicating criminal or terrorist intentions.
HOW DOES THE FBI'S COUNTER-TERRORIST UNIT FUNCTION IN THE BAY AREA? AND VAGUE DEFINITIONS OF TERRORISM AND THE FBI BEHAVIORAL SCIENCE UNIT PREVAIL!
In 1996, after the Oklahoma City bombing, the State and Local Anti-Terrorism Training program (SLATT) was enacted. It received funding through the Institute for Intergovernmental Research by a grant from the Justice Department's Bureau of Justice Assistance. SLATT'S purpose is to provide "anti-terrorism preparedness training" to state and local police agencies, including "pre-incident awareness" training to identify potential terrorist attacks. Bay Area police departments participate in SLATT.
WHAT IS SLATT'S AGENDA? WHAT IS AN IDEATIONAL CO-CONSPIRATOR? WHAT IS A BEHAVIORAL SCIENCE EXTREMIST PROFILE PRESENTATION? The Institute for Intergovernmental Research's proposal for the continuation and expansion of SLATT states that the program's purpose is to provide "state and local law enforcement...[with a general awareness and working knowledge of domestic terrorist and ‘political’ extremist movements (including ideologies, illegal activities, tactics, and strategies), and with providing an initial assessment of the threat potential posed by extremists...." The document refers to "individuals adhering to ‘patriot’ extremist or other domestic terrorist philosophies," indicating that, by SLATT’s definitions, those who espouse "extremist" views are ideational co-conspirators with those who commit crimes against persons or property. SLATT's engages in "early identification off extremist-generated illegal activities and tactics; recognition of extremist movements operating within a jurisdiction and lawful monitoring of such movements." SLATT and the FBI are engaged in the "establishment of an effective working relationship." "Extremists" can be recognized, according to the SLATT grant proposal, as those who "identify with one or more of the following philosophies: anti-tax, anti-federal government, anti-state government, anti-authority, anti-world alliances, pro-racial purity, pro-white supremacy, anti-Semitic, and a fear of loss of Constitutional rights … with an equal fear of a one world order...."
The grant request regarding SLATT also refers to the "Identification and Delivery of Technical Assistance" and mentions "behavioral science extremist profile presentations" to be made to state and local police by SLATT agents.
BUT, THE FBI IS NOT ALLOWED TO ENGAGE IN DOMESTIC SPYING! How does the FBI get around this rule? ENTER THE WATCHDOGS!
The FBI admits that it uses information about Americans compiled by "watchdog groups" such as the ADL and Southern Poverty Law Center. However, the FBI cannot keep records about American citizens or surveil them unless there is a crime being committed or unless two or more persons engage in "terror." The FBI gets around this rule by having cozy relationships with watchdogs such as the ADL, and then asking them for information when the FBI needs it for a criminal or terrorist investigation. Thus, the FBI doesn't have to keep illegal domestic spying files, because the watchdog groups keep the files for the FBI, until the FBI need them, for its legal purposes.
HERE ARE THE LAWS, THE FBI AND ITS WATCHDOGS, DANCE AROUND!
THE PRIVACY ACT OF 1974. The Privacy Act of 1974 provides that a government agency "shall maintain no record describing how any individual exercises his rights guaranteed by the First Amendment, unless expressly authorized by statute or by the individual about whom the record is maintained, or unless pertinent to or within the scope of an authorized law enforcement activity." Thus, if information is sent to the FBI which doesn't fall within the scope of an "authorized law enforcement activity", such as the investigation of a crime, the FBI is not permitted to file the information.
THE ATTORNEY GENERAL GUIDELINES OF 1983. In 1983, when Ronald Reagan became President (and Edwin Meese, III became Attorney General and D. Lowell Jensen became his deputy) , the "Attorney General Guidelines" became effective to govern the scope of the FBI's domestic surveillance and spying. The Guidelines state: "In terms of domestic security investigations, or domestic terrorism investigations, 'such an investigation may be initiated when the facts or circumstances reasonably indicate two or more persons are engaged in an enterprise for the purpose of furthering political or social goals wholly or in part through activities that involve terror or violence and a violation of the criminal laws of the U.S.'" Thus, if a person is not engaged in such an enterprise, a person is not a target of an FBI investigation and no data about him or her can be collected or retained by the FBI. But define, "terror", please! The Attorney General Guidelines broadened the scope of domestic security investigations beyond investigation of authorized law enforcement activity, i.e. crime to include the investigation of terror involving two or more persons.
HOW THE LEGAL LOOPHOLE FEEDS ON TERROR AND CRISIS, AND RESULTS IN DATA DUMPS ON AMERICAN CITIZENS! The legal loophole opens when a crime is committed or a terrorist enterprise occurrs. Then, the FBI calls in the chits from its watchdog friends and takes all the files it can get and retains them for investigation of the so-called terror enterprise or crime. And the FBI takes files which are IRRELEVANT to the crisis or crime at hand. It stocks up on data about citizens who aren't committing any crime!
After the 1995 Oklahoma City bombing, the Southern Poverty Law Center gave the FBI a list of several thousand alleged members of militias and "hate groups" from its data bank. This list had little, if anything, to do with the bombing. The list consisted of names from letters to the editor, lists of members of hate or terrorist groups provided by the Center's informants, and names obtained from informants' collecting license plate numbers and other data outside of public meetings.
Prior to the raid in WACO, the Anti-Defamation League provided extensive information to the FBI about the Branch Davidians.
Thus, every time there is a domestic terrorist enterprise or crime, such as the Oklahoma City bombing or WACO, (and in the case of local law enforcement operating under SLATT-- much smaller crimes and terrorist enterprises suffice) the FBI (and its local police cohort) obtain extensive information from their Watchdogs, much of which is irrelevant to the incident or crisis and FILE IT AWAY! Thus, the Attorney General Guidelines and the Privacy Act of 1974 are circumvented.
THE LAW ENFORCEMENT SWEETENER! ADL provided expense-paid trips to notable BAY AREA police and Sheriffs including San Francisco Police Officer Tom Gerard who gave San Francisco confidential police files to the ADL. Tom Gerard, a San Francisco detective and Roy Bullock, an ADL agent obtained extensive files about citizens and groups in San Francisco. In 1993, the San Francisco police seized 10 boxes of information from the ADL offices. A police officer testified that 75% of the information was illegally obtained from confidential government sources. Police examined Bullock's computer files, which contained information on 9,876 people with 1,394 driver's license numbers. Bullock's files divided people into "Arabs," "Pinkos," "Right," and "Skins". Bullock stated he had worked as a "fact finder" for the ADL since 1954. In 1987, Tom Gerard began to supply Bullock with records from the San Francisco police department such as criminal histories and motor vehicle registrations--records which are to be used only in official criminal investigations. Eventually, Gerard and Bullock pled guilty to misdemeanors and the ADL paid San Francisco a $75,000 civil fine.
Currently, Attorney Paul "Pete" McCloskey of Redwood City, is litigating a case on behalf of 17 people who were investigated by Bullock and the ADL. None of these plaintiffs have yet recovered their files, because the ADL has employed attorneys to delay and block the litigation. The ADL claims that its activities are legitimate news-gathering protected by the confidential source rule used by journalists.
TRAVEL TIPS! The ADL sent Tom Gerard on an all-expense paid trip to Israel in 1991. Former Mayor Frank Jordan (retired San Francisco Police Chief) and San Francisco Sheriff Mike Hennessy also were given the all-expense paid trips to Israel. Alameda Sheriff Charles A. Plummer received more than one trip to Israel at the expense of the ADL. On these trips, the law enforcement agents were reportedly introduced to members of the Israeli military from which, presumably, intelligence officials were not excluded. The ADL describes these trips as "educational."
WHAT HAPPENED TO THE 10 BOXES OF INFORMATION AND COMPUTER FILES THAT THE SAN FRANCISCO POLICE DEPARTMENT SEIZED FROM BULLOCK IN 1993?
NEWSMAKINGNEWS has learned that Judge Louie in San Francisco sealed this data after it was seized by the police. NEWSMAKINGNEWS then asked the Superior Court clerk where the data was stored? The Clerk at the Hall of Justice stated the sealed evidence was not in the safe at the Hall of Justice, where such sealed evidence is normally stored. Judge Louie's clerk confirmed that the evidence was RETURNED TO THE SAN FRANCISCO D.A. FOR SAFEKEEPING. Thus, all of these illegally acquired so-called "sealed" files are sitting in the D.A.'s office. One can only wonder who has accessed them and who has used them and for what purpose?THE ADL ENTERS CYBERSPACE BIG TIME! The ADL has now developed "HateFilter," a software program that blocks access to Web sites, which contain hateful speech. .The ADL determines which sites are "hateful." Because of the hate speech on the internet involved in Columbine and other cases, parents and educators are interested in blocking hate speech. HateFilter runs on Mattel's CyberPatrol, which blocks graphic violence and pornography, and hate speech. Mattel has its own version of hate speech in its filter. HateFilter is now being marketed only for home use. CyberPatrol is being used in 15,000 private and public libraries, schools and universities. The ADL is exploring whether it should market HateFilter to public schools and libraries.
Senator John McCain has introduced the Children's Internet Protection Act to Congress which would require all schools and libraries receiving federal funds to install internet filters on computers that children use. Candidate and Vice-President Al Gore supports the Act. Passage of the Act will likely create a very big market for HateFilter. Thus, the ADL may determine what information does and does not get through via the internet to public libraries and schools. This will affect the knowledge children and adults can acquire. Of course, not all individuals or organization necessarily agree with the ADL's concept of "hate speech."
The danger in categorizing "hate speech" is that there are various interpretations of speech. Categorizing speech always chills speech to some extent. The First Amendment of the Constitution protects most forms of speech, unless they are intended to and do, in fact, tend to induce eminent violence.
SO, MR. TENET, THIS IS THE ADL--THE ORGANIZATION YOU WILL BE PAYING TO GIVE SENSITIVITY TRAINING SESSIONS TO BIASED CIA AGENTS.
IS NATIONAL SECURITY PROTECTED BY EMPLOYING THE ADL FOR THIS PURPOSE? WILL THE ADL THERAPISTS HAVE SECURITY CLEARANCES?
